About the Workshop
As the Asia-Pacific region continues to experience rapid economic growth, urbanization, and industrial development, the challenge of resource depletion and waste management has become increasingly critical. The concept of the Circular Economy (CE), which promotes resource efficiency, waste reduction, and sustainable material use, offers a transformative pathway toward a more resilient and sustainable future.
The Circular Economy in Asia-Pacific Workshop, held under MJVC 2026 in Hiroshima, Japan (5 – 7 December 2026), aims to bring together academia, industry, policy-makers, and students to foster a meaningful and structured dialogue across the region.
Through this workshop, participants will engage in cross-sector discussions on how education, governance, innovation, and international collaboration can accelerate the transition from a linear to a circular economy in diverse national and regional contexts.
Background
As Asia continues to experience rapid economic growth, population expansion, and industrialization, the challenge of resource depletion and waste management has grown ever more urgent. In this context, the concept of the circular economy (CE), transforming waste and end-of-life materials into resources, and designing systems for continuous material use, offers a critical pathway toward sustainable development.
While leading economies such as Japan have achieved significant advances in recycling technologies and resource efficiency, other countries in the region, including Malaysia and many ASEAN nations, face persistent policy, governance, and implementation gaps.
Against this backdrop, joining forces between STEPAN UNESCO, UTokyo and MJAA, this workshop aims to bring together researchers, educators, students, and policy-makers from Japan, Malaysia, and beyond, under the aegis of MJAA, to create a structured dialogue between Japan, Malaysia, and other Asia-Pacific stakeholders to explore how education, governance, and international cooperation can accelerate the transition toward a circular economy, and the role of circular economy as both an environmental imperative and a driver of socio-economic innovation in the Asia context.
Objectives
The workshop is designed to:
- Provide an education-oriented foundation on circular economy concepts, ranging from core definitions and principles to advanced implementation frameworks
- Showcase regional case studies and best practices across Asia-Pacific, including material recycling systems, waste-to-resource initiatives, and sustainable supply-chain models
- Identify policy and governance gaps that hinder circular economy adoption, with particular attention to urbanization, industrial expansion, and infrastructure constraints
- Strengthen Japan-Malaysia and ASEAN-Japan collaboration by exploring joint research, education, and capacity-building initiatives under the circular economy agenda
- Engage students and early-career researchers to raise awareness, stimulate debate, and empower them to design locally adapted circular economy solutions
- Foster cross-cultural and cross-sector learning by bringing together government, academia, and industry to develop shared recommendations and action pathways.

- Transition from linear to circular economic models in the Asia-Pacific context
- Comparative perspectives: Japan’s advanced recycling systems, Malaysia’s current positioning, and integrated policy approaches from countries such as Singapore and South Korea
- Governance and policy coherence for circular economy implementation
- Human capital development, technology transfer, financing, and regional connectivity
- The role of STEPAN UNESCO and academic networks in shaping regional circular economy frameworks

Day 2 – Circular Economy Workshop

- Invited speakers provide a 3-minute elevator pitches highlighting specific circular economy topics
12:45–14:00 | CE Opportunities and Engagement Session
- Open to workshop participants interested in deeper dialogue
- Main Moderator: STEPAN UNESCO
- Session Moderators: Representatives from Japan and Malaysia
- Interactive brainstorming among stakeholders from government, academia, and industry
- Focus on challenges and opportunities related to urbanization (smart cities) and industrial expansion
- Identification of policy gaps and resource needs (funding, capacity, connectivity)
- Formulation of key recommendations and a possible joint declaration
Expected Outcomes
The workshop aims to achieve the following outcomes:
- Enhanced shared understanding of circular economy challenges and opportunities in Asia-Pacific
- Concrete recommendations on policy, governance, and capacity-building
- Strengthened Japan-Malaysia-ASEAN academic and institutional collaboration

By bridging academic research, policy dialogue, and community engagement, the workshop seeks to contribute to a resilient, resource-efficient, and sustainable future for the Asia-Pacific region. Through collective knowledge-sharing and cooperation, STEPAN UNESCO, The University of Tokyo, and MJAA aim to nurture a new generation of leaders and practitioners committed to circular economy principles and sustainable prosperity.
